Ahhh yes, the good old argument from incomplete devastation. I notice the concern of many believers after such tragedies to be more with rationalizing God's inaction than with the tragedy itself. Cognitive dissonance alone doesn't always suffice which is where those cohesive ingroup dynamics come in handy; as long as they're out and loud about it conformity behavior will reinforce the idea that God was there somewhere. So many believers couldn't possibly be wrong!
