Seppuku, there are a couple of reason why these are meaningless questions.
1) What are you saying when labeling someone as "responsible" or "to blame" for something? How would a universe in which being X is responsible for result Y look different from a universe in which being X is not responsible for result Y?
2) The concept of free will makes no sense. If it obeys physical laws, then it is a slave to those laws (just like humans are) and does not have free will (just like humans don't). If it's actions don't obey any laws, assuming such a pure randomness is possible, then they are completely random and therefore could not be said to be a "choice," ergo this thing still won't have free will.
