Actually it doesn't. One could conceivably be all-powerful but not exceptionally intelligent.

I always wonder why witches are totally powerful and can do awesome and fearful magic except once they've been caught.  Then they seem to be completely powerless.  If I had magic powers and got caught, I'd use the magic to get away.  Or use the magic to not get caught in the first place.

If I remember my studies correctly, I believe this topic was covered on the 1960's sitcom Bewitched.  Apparently, the Salem Witch Trials killed mortals.  Little or no actual witches were harmed.  Foolish mortals.

What a painful and sad story.  These two elderly women, killed by members of their own community.  By people who were not even born when they were learning skills and building relationships.  According to this article, http://www.opposingviews.com/i/religion/religion-society/two-women-papua-new-guinea-tortured-and-beheaded-alleged-witchcraft they were tortured for three days.  The homes of their relatives were burned to the ground, and their family members were forced to flee.

Apparently, there is a law on the books in Papua New Guinea which prohibits the practice of sorcery.  This is just one example of a string of recent killings of (mostly) women, accused of sorcery, which it seems, was not the original intention of the law.
