why can i not post in the shelter?

Access to the shelter is limited. I don't have access either. I believe you can ask a mod or admin for access if you want in.

All theists are invited to the Shelter upon their self-identification as theists.

It is a safe place for theists to express their opinions or ask questions without fear of being attacked or cornered or ganged up upon by atheists. 

Atheist participation in the Shelter is by request or invitation.  My understanding is that the mods are looking for atheists who have a track record of "playing nicely" with theists.
