If any “normal” person did this, it would be considered insanity, but when a religious person does it, it is considered normal:

Imagine a corporate CEO admitting to this. He would be immediately dismissed. But the pope can get away with insanity like this because religion is already a form of insanity. Whipping yourself is just an extra cherry of insanity on top of a giant insanity sundae.
Another example of papal insanity:
